The Cognos Reports Developer will work closely with the Data Management team to support various business stakeholders’ data and reporting needs, and with the Solutions Architect, DBA, and application developers to design and build highly-optimized data structures in support of the Law Society’s business reporting needs. The incumbent will work on a highly diverse and complex range of reporting related projects, some with immediate impact and others with a long-term time horizon. This specialized position requires a strong working relationship with business users and other IT team members.




  • A university (preferred) or college degree in Computer Science, Math or Engineering or equivalent, coupled with relevant, ongoing education in reporting, statistical analysis, business intelligence, predictive analytics, database design and management.
  • Certification: Completed or working towards at least one widely-recognized vendor certification (IBM, Microsoft, Oracle) in a database-related area, or other relevant technology certifications.
  • The Cognos Reports Developer is a systems and support position with specialized technical expertise and business knowledge, requiring:
    • 5+ years of Cognos Reporting tools and Cognos Framework Manager
    • 5+ years of SQL (IBM DB2, Microsoft SQL Server, etc.), including complex queries and stored procedures
    • 3+ years of Enterprise Data Warehouse data models and dimensional modeling concepts
  • Knowledge of relational and dimensional (Star Schema) data modelling. 
  • Knowledge of data architecture principles and best practices, including architectures supporting different data consumption requirements: operational data store, data warehouses, data marts, and analytical data stores.
  • Understanding of data governance principles.
  • Must have demonstrated experience in supporting enterprise reporting solutions, with a focus on data quality, performance, and scalability.
  • It would be beneficial for the incumbent to have the following:
    • Experience with SDLC models and processes
    • Experience with data architecture in large, complex, and transformational initiatives
  • Knowledge of current trends in reporting platforms/systems and their practical applications, as they relate to the scope of responsibilities.
  • Demonstrated ability to meet tight deadlines, follow development standards and effectively raise critical issues with potential solutions.


Client / Customer Service Planning


  • Analyzes data models and structures and develops Cognos Framework packages and then utilizes the packages to support the design and creation of Cognos reports and dashboards that fulfill business requirements.
  • Understands business needs and helps define requirements for reporting solutions.
  • Performs detailed data analysis, understands data structure and content, and writes complex SQL queries that address business reporting needs.


Client / Customer Service Delivery


  • In conjunction with other Data Management team members and the larger Information Technology team, provides effective, timely responses to Law Society staff reporting needs and inquiries, and leads and coordinates the resolution of escalated customer support problems related to reporting.
  • Liaises with the business to gather requirements.
  • Monitors customer issues and requirements, and maintains customer service excellence to all customers.


Special Projects and Initiatives


  • Works with other Information Technology team members and client departments, leading and contributing to the implementation of projects. 
  • Participates in complex reporting-related projects.
  • Researches new emerging reporting and data analysis tools and techniques, recommends and implements new tools and techniques where approved, provides training and guidance to other IT staff as required.


Team Membership


  • Works closely with other members of the Information Technology team in the identification, diagnosis, isolation and resolution of complex problems and implementation of reporting related projects.  
  • Develops and shares expertise in reports design and optimization, and keeps team members up to date regarding systems issues, problems and initiatives.
  • Maintains up-to-date knowledge of reporting and business intelligence technologies, and shares expertise with the team in order to proactively plan change initiatives.




  • Identify, research and present current, emerging and innovative technologies and/or processes to improve the efficiency, reliability, and/or effectiveness of the Law Society’s reporting platform.
