OVERVIEW

JOB PURPOSE

 

The Regulatory Sandbox Manager will oversee a five-year regulatory pilot project in Ontario that will allow legal technologies benefitting the public to be test run in a safe, controlled environment without incurring regulatory consequences. Acting under the leadership of the Executive Director, Policy and with the guidance of the Executive Director, Professional Development & Competence, the Sandbox Manager will have primary responsibility for managing the day-to-day operations of the sandbox and ensuring the effective functioning of the sandbox.  This includes developing and implementing the framework for the sandbox’s operations and a strategy for outreach and communications and informing and advising stakeholders about the progress of and outcomes from the sandbox.

 

QUALIFICATIONS REQUIRED

 

  • An LLB or JD, plus a Class L1 license with the Law Society of Ontario*. A university (preferred) or college degree in Computer Science, Math, Engineering or equivalent is also an asset.
  • A minimum of 8 years of experience working for a professional governing body, government, legal practice, technology company, technology incubator or similar professional setting.  Knowledge of and experience in stakeholder, people and project management under conditions of rapid change and supporting a diverse user community is required, along with experience designing, planning, and executing technology or governance projects.
  • Superior analytical skills to interpret complex information.
  • Demonstrated ability, on a superior level, to prepare concise, well-written reports.
  • Demonstrated ability, on a superior level, to communicate both orally and in writing, complex information in audience appropriate language and format.
  • Sound judgment, tact and sensitivity to functioning as non-partisan staff in a “government” setting and to managing stakeholders with diverse interests.
  • Demonstrated ability to assess challenges from multiple and different perspectives, to think big and differently and to craft creative solutions.
  • Demonstrated ability to work under pressure.
  • Knowledge of the Law Society, including organizational structure, services and mandate, or willingness to learn.
  • An affinity for technology combined with a keen interest in exploring and understanding technology and its application to various legal issues.
  • Technical ability to work with and assess some of the newest legal technologies and to communicate and share that knowledge.
  • Computer literacy, including familiarity with word processing and applications and social media.
  • Experience working with AI and machine learning platforms is an asset.

KEY ACCOUNTABILITIES

Client Service Planning

 

  • Develops, implements and monitors operating procedures and policies for the sandbox.
  • Develops criteria, application forms, and documentation for sandbox participants.
  • Establishes and implements a process for monitoring compliance with the conditions in participation agreements.
  • In collaboration with the External Relations and Communications Division, develops and implements strategies for outreach and communications to sandbox stakeholders.

 

Client / Customer Service Delivery

 

  • Assesses sandbox applicants against criteria and makes relevant decisions.
  • Liaises with advisory council and obtains its input in the sandbox applicantion and approval process.
  • Leads outreach and communications to sandbox stakeholders.
  • Negotiates participation agreements with sandbox participants and guides monitoring of compliance with agreements.
  • Leads synthesis and analysis of data and information gathered from the sandbox.
  • Prepares reports and delivers briefings to senior management based on the data and information.
  • Liaises with other Law Society departments and divisions on matters related to the sandbox, where appropriate.
  • Makes presentations to benchers and other stakeholders and regulators.
  • Reports to Convocation on the progress and outcomes from the sandbox within specified timeframes.
  • Attends meetings and functions related to the sandbox.

 

Performance Goals, Targets and Standards

 

  • Engages in continuous process improvement, recommending and initiating changes as required.
  • Works closely with the Executive Director, Policy and Executive Director, Professional Development & Competence to ensure the ongoing improvement of sandbox processes, continuously monitors work processes and procedures and establishes new processes and protocols as goals and targets shift.

 

Relationship and Alliance Building

 

  • With respect to the sandbox, acts as a public face of the Law Society to outside parties, locally, nationally and internationally, including the legal technology community, technology incubators, other law societies and regulators, the Federation of Law Societies of Canada, other legal organizations and law schools, and Canadian provincial and federal governments.
  • Develops and maintains a network of key stakeholders and decision makers, communicating the position of the Law Society, and building good will and credible influence among interested parties.

 

People Leadership

 

  • Provides substantive and operational leadership to the Data Analyst and Program Administrator.
  • Delegates work assignments to the Data Analyst and Program Administrator and ensures that results are timely and consistent with service standards.
  • Hires, trains, develops and evaluates the Data Analyst and Program Administrator in accordance with the policies of the organization and best human resources practices.
  • Fosters a positive working environment by clarifying goals, building the commitment of individuals, strengthening the group’s collective skills and encouraging creativity and problem solving.
  • Fosters a team environment by role modeling leadership behaviours, empowering employees and building team capacity.           

 

Team Membership

 

  • Works closely with other staff within the Law Society, particularly in the Policy and External Relations and Communications divisions, to ensure a strategic, comprehensive and consistent approach to the sandbox within the Law Society.
  • Facilitates the development of a broader team-based approach throughout the Law Society by ensuring comprehensive and timely dissemination of information, as appropriate, and coordination and collaboration of efforts by staff.

 

Financial Responsibility

 

  • Provides input to the sandbox budget and carries accountability for the annual development and management of the sandbox’s budget.
